A noted speaker, author, and scholar with broad vision, knowledge, and skill to the problems brought by a radically transforming global environment across law, terrorism, diplomacy, and national security. Mr. Sofaer served in the Reagan Administration, Department of State, as legal advisor for several international disputes. He served as US district judge at the Southern District of New York, and prior was a clerk to US Supreme Court justice William J. Brennan Jr. A veteran of the US Air Force, he holds an LLB degree from New York University School of Law, and BA in history from Yeshiva College.

For the previous 25 years he was at GE and served as General Manager of the Global Services Technology business, a $5 billion division of GE healthcare.  He was in R&D helping the development of GE’s first digital x-ray mammography and digital Ultrasound system, as well as, in GE Transportation to start and manage the first satellite based Locomotive Remote Predictive Services business.  He earned his PhD in Systems & Biomedical Engineering from USC, is a senior member of the IEEE, and holds 22 patents.
